I've seen this done before.
It only works on cold days.
Something to do with atmospheric pressure.

It really does work.

Something similar was done on the Top Gear Polar Special (great episode btw)

I would love to see this done in front of me so i can work out why/how it actually works - theory behind it is probably fairly simple.
