Hi Barney,

The filter box is designed this way so that any water which might get sucked into the intake from the front-facing inlet will pool in the bottom of the filter box and not through the filter into the engine. The top of the filter is the clean area which connects to the engine.
Occasionally cleaning out the debris from there is normal especially if used off-road or in dusty conditions frequently.
The foam is just another form of filter and used to also help baffle any intake air noise.
