In-dash navigation units are usually below window level and not visible outside the vehicle.
The following is an extract from the NSW Road Rules 2008

299 Television receivers and visual display units in motor vehicles
(1) A driver must not drive a motor vehicle that has a television receiver or visual display unit in or on the vehicle operating while the vehicle is moving, or is stationary but not parked, if any part of the image on the screen:
(a) is visible to the driver from the normal driving position, or
(b) is likely to distract another driver.
Maximum penalty: 20 penalty units.
Note. Motor vehicle and park are defined in the Dictionary, and vehicle is defined in rule 15.
(2) This rule does not apply to the driver if:
(a) the driver is driving a bus and the visual display unit is, or displays, a destination sign or other bus sign, or
(b) the visual display unit is, or is part of, a driver’s aid, or
(c) the driver or vehicle is exempt from this rule under another law of this jurisdiction.
Examples of driver’s aids.
1 Closed-circuit television security cameras.
2 Dispatch systems.
3 Navigational or intelligent highway and vehicle system equipment.
4 Rearview screens.
5 Ticket-issuing machines.
6 Vehicle monitoring devices.
So my statement relates to part 1b and navigation units are exempt according to part 2b (example 3)

The statement of (1b) "likely to distract another driver" is open-ended and open to many interpretations and it is the reason why this particular clause is not applied in NSW at the moment, as the likelihood of distracting another driver could well be caused by the other driver not paying attention.
1A is what everyone is following at the moment and if a cop catches you with in-dash DVD on while the car is moving and not parked, you'll get in trouble.
In any case, the head-rest mounted DVD screens at the back of my exy are being used as "Rear-view Screens" with the rear passengers assisting in relaying the information to me as the driver as to the obstacles behind. I sometimes use them as "ticket issuing machines" depending on the movie rating being played at the time.

The DVD being in the front is a no-no, which distracts the driver... but the ones mounted in the roof have yet to be addressed... technically speaking you need to really stretch to view the the screen.
The add-on dvd players now have a feature that it will only come on when the car is in PARK mod... but I am quite sure that someone will dismantle that feature.
There is no reference about distracting other drivers while you have it on... they are more interested in the driver of the vehcile with the electronic devices...

I was wondering is there an anti-glare on the tomtom... seeing you have it located in the bottom RH ... does not the sun create a glare in that position....
I kind of like the location of Chris.....
Next week it's "Black Friday" in the States (everything goes on sale.... even your mother in law)... and I have been requested... nay told to ... that we should be shopping for GPS that day.... and looking at the prices of the TomTom 340... I can get it for US$69... the best I can get it in Canada is C$169...

so much for the anti-glare question...
how about the maps.... when you buy the tomtom... are the maps current and if I have update is it free... tomtom site has a $80 update.... garmin is free... just wondering if tomtom is the better way?

The short answer is no, in fact the only place that TomTom even has decent mapping is Australia and that was because the market wasn't big enough for TomTom to do their own thing. In the UK TomTom has a reputation for errors such as no through road being shown as through road and one way street being shown with traffic flow IN THE WRONG DIRECTION.
Problem is its such a light weight unit you can't even throw it on the end of your fishing line as a sinker.....
