Police Inspector Raymond C. Fowler is an old-fashioned policeman, whose lack of interest in sex constantly annoys his girlfriend of ten years Sergeant Dawkins. He had been married before, and his son Bill made one appearance in the series, although his former wife, Susan, was alluded to but never featured. Inspector Fowler has a strong devotion to duty and takes his job very seriously, sometimes showing a lack of social awareness that forever amuses Habib and annoys Grim. He has been known to (usually unwittingly) perform very courageous acts in the line of duty

Police Sergeant Patricia Dawkins is Inspector Fowler's partner of 10 years. She is forever on a quest for more sexual attention from Fowler, who is, more often than not, reluctant to oblige. Despite her frustration and anger, she loves Fowler devotedly, and has but one dream - to get married to him and have a child.

Detective Inspector Derek Grim is the head of the CID department at Gasforth Police Station. His attitude is that CID are superior to the uniformed Police and proclaims that they are "extinct...like the 'doo-doo'". Grim is far more ignorant than he is willing to admit, which he regularly displays through his butchery of English and incredibly ill-conceived ideas. He has been married for 20 years to Tina, with whom he shares a very intense love-hate relationship, as he is almost constantly complaining about her, but he will occasionally reveal that he does indeed love his wife. His son, Darren, was once arrested by Goody for stealing a car.

Police Constable Kevin Goody is, without doubt, one of the most stupid Police Officers in existence. He has very little idea of what being a Police Officer entails, and admitted that "wearing a nice uniform" was one of the reasons he joined the Police Force. His stupidity constantly amazes Fowler, who once said to him "your head is just something you keep your hat on, isn't it?". Goody is constantly on a quest to win the heart of Constable Habib, (which is somewhat confusing considering his overtly camp behaviour) and always without success. He lives with his mother, of whom he is terrified, and often cowers when Habib threatens to inform his mother of his behaviour. He once assaulted a prisoner out of pure rage when they racially insulted Habib, for which he was nearly charged by Fowler. Despite Habib's protests, Fowler continued with charging Goody, claiming he had no choice since the victim's mother was pressing the charges, until he witnessed her repeatedly slap her child and bargained that if she dropped the charges against Goody, he would overlook her "assaulting" her son.

Police Constable Maggie Habib is a female Officer of Indian descent in Fowler's uniformed branch. She is amazingly intelligent, and often approaches issues with a very wise and methodical train of thought. Fowler has commented on several occasions that she is his finest Officer, and that she has a good career ahead of her. She is always trying to avoid the attentions of Goody, and on many occasions has rescued him from career-damaging situations. It is also revealed in season 2 that she has a drug-addict sister named Nazia, whom she protects (Nazia is apparently not sorry for this) by withholding evidence that she was a drug-user, for which she was nearly charged by Grim until Fowler blackmailed him by threatening him with criminal charges for a crime he had inadvertently committed. She was also arrested by local villain "Terry the Tank" when Grim tried to use her as a "honey-trap" and tries to press charges for entrapment.

Police Constable Frank Gladstone is an old Police Officer who was born in Trinidad. He has been a Police Officer all his life (as was his father) and is beginning to enjoy his career winding down. He often contributes to proceedings and situations by providing irrelevant, and usually silly and/or sexist advice. This sexism provides an often amusing foil to Constable Goody's overt camp beahviour. He once claimed to have found an interesting case in which a woman was complaining that her neighbour had trimmed his hedge into the shape of a bottom, and also offered advice to Fowler on how to deal with environmental protesters that had chained themselves to trees, etc., which effectively amounted to "call the police". The character has been criticised as only a token ethnic minority character, despite Habib's importance through the series.

Detective Constable Robert Kray is an Officer in Grim's CID unit for the entire of Series 1. He is a very 'laddish' individual, and is almost constantly eating. His motivation for joining the Police Force was the 'perks of the job', such as pushing to the front of queues, and often tries to twist being a Police Officer to his own ends. Despite being at Grim's beck and call, he actually has very little respect for his superior, and is often chuckling at his misfortunes along with Fowler. He was replaced in Series 2 by DC Gary Boyle.

Detective Constable Gary Boyle is Kray's replacement in CID in Series 2. He is also very 'laddish', and also likes being a Police Officer for the associated kudos and perks. He is extremely hypocritical, and sees no reason why Police Officers should not break the law, such as pub lock-ins, using the car siren when late for lunch, and even planting evidence on clever criminals. He is also very intelligent, and a lot of the time covers up for Grim's mistakes or else steers him in the right direction.

Dame Christabel Wickham QC is a local barrister and Gasforth's Mayoress. She made several appearances during Series 2. A powerful and overbearing woman, she has Fowler somewhat on a leash due to his overwhelming sense of duty in respecting figures of authority. She and Fowler attended the same grammar school, from which it is revealed that Fowler appeared to have something of a crush on her, and still does considering that his nose twitches when he is in her presence (a sign that he is sexually attracted to someone), much to the annoyance of Patricia Dawkins - Fowler rarely helps the situation by making comments like "she has a fine mind and superb calf muscles". Dawkins loathes Wickham, and has pointed out that simply because Wickham is Mayoress is no reason to respect her, since "plenty of other dogs have chains around their necks".
