If my husband had locked me out of the basement, installed a security lock and had put probably thousands of dollars into building "something" down there, you'd better believe I'd be finding out why.

How would CPS even know about it? The childrens' births were never recorded. The wife and the father adopted the children that were allowed out of the cellar (though no indication is given as to whether this was actually a formal adoption with paperwork filed or not), so the children were likely sent to school as being the children of the wife and the father. No one would have been the wiser.

Bib..somewhere I read that three babies were "found" on the doorstep and these kids went to school. Perhaps schools in Austria don't require documentation such as birth certificates. If not, they need to fix that.

I, too, doubt that the wife didn't know about the daughter in the basement. Though I do have to wonder, was she a perv too or was she just scared of her husband, and equally scared that she'd get in trouble for not telling anyone despite being terrified what he'd do to her if she did?
Either is possible, I suppose.
