Re: MBCD (18.3) - free 24hr over the air channel starting Aug 1 2008
Perhaps one difference is our area (SoCal) has the largest Korean population within the US and sizable groups of other ethnic Asians. Besides the subscription cable and dish network sources (which you probably have in NY, too), we also have two local TV stations, KXLA and LA18 (KSCI), both of which still provide "free" programming that we view via antenna (unless we subscribe to cable/satellite). Each night we have several hours of Korean programming. There are also Japanese, Vietnamese, Chinese, Filipino, African, Indian, and Armenian programming (and probably others) on these two non-cable/non-satellite stations. Since they are relatively small local stations, you would not have access to them. (Most of California does not have access to them, either. Consequently, we have both Korean and Japanese video clubs on our board to discuss dramas/movies that some of our members have no access to via regular TV programming.)
There are international stations available on cable/satellite networks, but if you're looking for "free" stations in the New York City area, maybe someone else is familiar with it and can help you. I am unfamiliar with NY, so do not know if any similar local stations exist there. That's why in my Private Message to you I gave you the link to the Korean Drama board there in the NY City area. Their administrators are very technically savvy and would be able to tell you what is available and what is not.

Re: MBCD (18.3) - free 24hr over the air channel starting Aug 1 2008
I found some Asian channels:
UTB Hollywood 18.2 (Japanese) launch on 2/17
SK DTV 44.3 (Korea)
LSTV 44.4 (Vietnamese)
IAVC 44.6 (Taiwan-Chinese)
44.5 & 44.7 It seem new digital channels? Still test.
SET 57.4 (Vietnamese)
MBC-D should turn into MBC HD on 2/17 but It's still MBC-D for now, according to MBC source in Korea, thanks to my friend Thomas Ho for info.
