Tables and divs behave differently, so when the new format comes out, you'll need to have new CSS ready to paste in before you switch over.
I'm not quite sure what you're asking concerning the differences between CSS1 and CSS2. Certain shorthand was available as far back as CSS1, so there's no difference there. Custom cursors, on the other hand, weren't available until CSS2, but since we're way past the age of CSS1, that doesn't concern us anyway.

If it were me, I probably would have said I was recoding the boards to be up to date with today's web standards, which will allow for more customization options and improve page-load speeds in some browsers. I would probably further elaborate that the new code will use CSS for layout instead of tables, but that the old version will still be available for anyone who is uncomfortable with such a change and wishes to keep the old format, and that admins can make the switch at any time if they ever wish to do so.
Do you think that would have explained it better, emphasized the benefits enough, and maybe calmed some people's worries in the process?
