For the actual date of this in storyline you'd have to talk to Muhdurin, as for the location it's in the home of those filthy, disease infested Jewel Hunters, Cair Cirbann.

My guesstimate is somewhere between late Winter of 3967 to early Fall of 3968. I personally am leaning towards the later date because it gives more time for planning and scouting to have been set up. Hell I will say the exact date was September 15th, 3968. That gives roughly a year from the ambush by the Jewel Hunter ship the Lazerite to the surprise siege of Cair Cirbann.
