Do you think if you were pulled over and they found a substance they believed to be marijuana that they would let you go and call you when the test results come back and arrest you. Think about it. It was done to discredit Scott. They know Marijuana when they see it and they bust people everyday for the stuff. If it was pot he'd been arrested on the spot. I know a person that had a roach in their wallet and the cops found it he was cited on the spot no testing needed. This happen two weeks ago. Sounds very fishy to me. Now it has been two days since they gathered their evidence and sent it off. How long does it take to identify pot? Most people know it when they see it. They have field test kits. Sounds like BS to me.

Truck is/was never in my name.
Truck set there unlocked and unattended for 6.5 hours under watch of Two city detectives untill I returned to pick up the truck. (unknown to me)
I locked the truck when they said they were to search it. I had not been in it since 9:30am nor had it been locked.
Enteresting side note. I had a gentleman come see me this afternoon at my office. We spent several hours together. He assures me the lawsuit will be ready and he will be back in town with me on Monday morning to file by 10 a:m. Some of you may know him. He seemed really interested and pleased to take this one on. His name is Jim Banks.
I HAVE HAD ENOUGH!
Another side note...half of the truth is finally printed in the PDT! They actually told most of my side that I have been screaming at them for three years pertaining to Horners dishonesty!
Warrant said they found a pack of rolling papers in the rear...never been there...Pdt said two packs. Green vegetation found on floorboard in 8 locations.....beats the hell out of me! Sunroof----tree droppings grass cuttings..........who knows!
Field test could have been done on location......
If you have any info or friends that do that is supper dirty that you know for A FACT and wanna help nail this crooked Police Chief.....get it to me or Jim Banks.

I think I would have selected a different out-of-town attorney. Banks' record in Scioto County doesn't seem to be very good from what I have followed.
He doesn't seem to win many cases here.

I have personally called the PD before and reported a suspected drug deal taking place. From that call I witnessed the PD stop 1 of the 2 parties making the deal. They first searched the suspects and then the car they were driving. They found one of the suspects to have in their pocket a baggie with marijauna. In the report that I obtained a few days later it clearly stated all of the above as happening and also said it field tested positive. They let the guy walk because it was not enough to arrest them for. Instead he was ordered to appear in court or plead guilty to drug abuse which I later found out he did and paid his fine. They never towed the vehicle either!
Key points:
#1 They searched vehicle on spot
#2 They searched the persons in the vehicle
#3 They field tested what they thought was marijuana
#4 They released the person found to have the drugs on them with a citation
#5 They did not tow vehicle to further search for drugs.
Now that was one example of how it was handled by the PPD. Here is another I just witnessed about 3 weeks ago. I had nothing to do with this one. Just happened to be some where and see the whole stop go down.
The PPD made the stop. Shortly after the stop another unit arrived. This was likely due to the fact it was at night and their were 2 other subjects than the driver. Shortly after the 2nd unit arrived, a 3rd unit, (the drug dog unit) arrives. Driver and subjects are searched and apparent consent to search the vehicle was granted. The dog alerted them to some thing in the back of the vehicle and it was not long until some thing was found. Driver was put under arrest, the vehicle was towed once the search ended and the other 2 subjects must have called to get a ride with some body as they would get into a car that showed up shortly after the arrest and towing took place.
2 days later the paper reported the stop and the person was arrested for DUI and posession of drugs. I might add that it appeared as though the PPD field tested what they found that night too.
This whole L. Scott incident is any thing but like the 2 incidents I mention above.
Questions:
#1 Why did the detectives sit and watch his truck for 6.5 hours?
#2 Provided they had been tipped off and that is why they watched and waited, why would they not have already obtained a search warrant prior to Lee returning?
#3 After obtaining a warrant due to Lee refusing to let them search the truck, why did they not search the truck on the scene like was done in the 2 examples I provided above? Instead they tow it before finding any thing?
#4 Why is the "green vegitation" found being sent to BCI? Why did they not field test as the 2 examples above were?
#5 Why, of all stops, was the BATF involved in this one? How many major drug raids or busts have they conducted over time and not a single time has the BATF been involved?
#6 What was the deal with the PFD being on the scene? Brewer stated he did not know. So why did the reporter, reporting not follow up and ask Horner or better yet as the fire chief?
#7 If truck was unlocked like Lee said then any body could have easily planted some thing during that time. As could have been planted when searched in private. That leads me to question why it was not searched in public initially so that his own peers could witness the search?
I am sorry folks but this whole thing smells. Nothing was done like the 2 examples I gave. It seems there is a standard routine for searching and towing. Why is every thing totally different in Lee's case if it was any thing but a setup?

Nothing right about this deal; simply more harassment and intimidation of Lee Scott. Charles Horner has been a bad cop since day one.
Made his first big news in 1992 when he kicked down the wrong door in Sciotoville on a cold December night and severely frightened two old citizens about 80 years old. He went downhill from that time. Defending many suits filed against him he has spent more time in state and federal courts than most attorneys.
Time to end our police state and return to America.

Why Jim? He is VERY knowledgeable of this city and exspecially Horner. On the surface it may look like he has not won a lot latelybut then....look at what he has represented and even after their convictions with sentence, he never stops. Ask my friends the Rubys.
As to lawsuits....he has a k**ler average and like I said, he has the goods on Horner allready! He wanted and likes this one. Makes a k**ler difference!
How many of you know what type drugs (so called prescription) that Horner is on? He should NEVER be allowed to act as he does let alone carry firearms! A real menace to society! Lots of his people know it allready, Lets see how many of them as well as my friend the Mayor stay honest under depositions.

I was born and raised in Portsmouth ..... live just across the river now. I read the PDT daily and almost everything I can get my hands, or monitor on, about the area, just because small-town politics have always fascinated me.
Anyway ................ Lee Scott ............... I have never met him, nor have I met his wife. I have never met anyone of his so-called political "enemies" .... so I have no dog in this fight, but from the outside looking in I must say that I think Lee either needs some medication, or is on some.
I have never seen someone so publicly declare he is done with a project, only to state the complete opposite a day later (on posts made in the wee hours of the morning).
Come on ...... you really are making a fool of yourself. "I'm tearing her down and only leaving a parking lot" ..... nope "I'm gonna take every cent I have and build her back up the way she deserves" .... nope "I'm going to donate her to the city for them to rebuild" ..... nope "I'm gonna take it down to the dirt and build a monument that'll tell the city just what horrible people I'm dealing with" ..... nope "I'm gonna leave the front and build something nice in the back" PLEEEAAASSSEEEEEE. Is it that you need the attention. You have a deep desire for people to beg?
If you aren't on medication, you need to be.
As for all the police harassment .... I have no doubt that the people who run Portsmouth are major *ssholes with major problems ............ but any lawyer worth 2 cents (cue your wife) would tell you to SHUT YOUR MOUTH and QUIT WRITING ON THESE D*MN SITES. You don't want to give your opponent any ammunition to use in the courtroom. Period.

On the flip flopping or whatever, have you ever worked with like those in the City Government, that could drive one to be capricious and the like although your query about third shift posting could have some validity?
Ditto on your legal advise, or tactical advice in the last paragraph or so, but I would think there's no capacity there on the part of the "enemy" to use what's on here. They don't know anything but their school yard bullying, etc. Using things legally with rationality would be out of their league, when have you seen them do that? List them. Thanks.
P. S. I'm not an atttorney, but submitting these postings into the court of law? Is that a practice? By the way, Did you see that suicide internet case where a lady bullied that young girl? The prosecution is on shakey gounds so said an expert on PBS last night? There's another thread on this forum on that.
