I bet you saw that in several submission guidelines without any exlanation. But as they demand one, here's the answer:
Self-Addressed Stamped Envelope
It means that along with the manuscript you send them an envelope for their return letter. Just imagine if they had to pay for every answer! Many small mags would be broke before their first editions, and even big ones couldn't do that for long and still pay their authors good prices.
So, if you want your manuscript back, the SASE needs to be big enough and have enough stamps on it to accomodate all that paper. Otherwise, you can just send them a business envelope with a valid stamp and your address on it.
It's important to use stamps of that country you're sending your manuscript to, btw. If you can't get any, there are International Reply Coupons that your post office should sell.
