It varies from grant to grant. Each grant has it's own individual rules as to who is eligible. Some will only help published authors who are having financial or medical emergencies, some only help new writers, or writers living in a particular state.
Some of the organizations are dispersing government grant money that they have recieved. You will find alot of grants for women and minorities.
There seem to be a very large number of grants available for English translations as well.
