It's from the prologue of Also sprach Zarathustra:

Zarathustra is telling the people to get up off their lazy asses and do something worthwhile before it's too late, otherwise mankind will turn into a bunch of Big-Brother watching, X-Factor idolizing losers.
At least, that's what I think he's telling them
Or, you can't be creative if you become complacent. You need to have a bit of unpredictability in you. (I think.)

Also Sprach Zarathustra is the German title. My translation is called Thus Spake Zarathrusta (note archaic spelling of Spake) from 1999.
It's really hard work to read. It's all in archaic "Biblical" English, which is what Nietzsche apparently used (well, archaic German, obviously).
To be honest, I'm not at all sure I understood it all. I was discussing it with a friend last night (prompted by your quote) and she recommended I don't read Man and Superman because it's even worse
