This is the website for NIS in North America. They don't release games world-wide.
That being said, your best bet overall is to import a North American PS2 or purchase a PS3. You'll also need a North American copy of the game.

Considering that Aus is PAL territory, and thus we normally (normally) get the EU release, not until after Europe gets it which may very well be never. Where about in Aus to you live anyhow? I know some stores unless it's a flagship store in a big city wouldn't even bother stocking something like Mana Khemia and instead have 4 shelves dedicated to the latest pile of crap like Cricket 2008.
Chances are, look into getting a swap disc or mod chip solution for your PS2 and start importing. While I'm hesitant to recommend such things openly on a publisher's feedback forums, it's pretty much the only way you're going to get access to the entirety of the console's library of titles. Besides, with the relative strength of the AUD and the difference in prices of imported titles and attempting to get things locally, you'll pay off the initial costs of the devices within 1-2 games AND you get them earlier to boot, or get them at all. Win-win IMHO.
