Thanks to all who helped me with parts etc., you were a great help!
It's a 1963 kit, 3 orphan shells. Early 3-ply Kellers, serials are 32xxx-35xxx-36xxx. The floor tom I obtained in a trade was already rewrapped in green glass, this provided the incentive to make a kit around it.
I rounded up a 20" bass and 12" tom, both shells with bad wrap, in the correct number range/shell composition. I had a lot of the proper-era parts already, and went on a scavenger hunt for what I was missing.
The theme of this project was 'rat-rod players kit'. I used all correct-era lugs, collet plates etc, but I purposely chose parts of low value: pitted/scratched/worn. The floor tom arrived with nice parts, but I substituted 'worse' parts and kept the originals for future use. All Rogers parts on the kit except for tension rods on the toms, and metal hoops on the bass.
The floor tom came with 'low' hoops, but the 12" showed up with 'high' hoops, so I found a pair of 'high' hoops for the floor tom and swapped them in. Beavertail kits of this early vintage have been found with high hoops, so it's nothing weird. Proper tone controls in both toms, and a 70's smooth white logo head on the front of the bass. The 20" and 12" were repainted flat grey inside, but all the edges are uncut originals.
I had a feeling the kit would sound fantastic, just because of it's 'back-alley' origins: and it does.
This is one I will gig with with no worries...

Wonderful job and I love the green. WOW! a 6 1/2" Luxor! I've never seen one before.

Thanks for the positive responses. I'm really enjoying playing this set - the bass really thumps for a 20" and the toms have great tone.
The advantage to the photos is that you can't see the pitting on the lugs, or the scratched chrome on some hoops or mounts. The lugs on the bottom of the bass are well worn: lots of scratches, dings and missing chrome on the high spots. Being on the bottom, you can't see that. The t's and claws are ok on the front of the drum, but the units on the back are kinda rough. Again, unless you bend down and examine them closely, you are not going to see it. And in a dimly lit club, the kit will look fine.
The tom arm came from eBay, for about 20% the cost of a nice one. This one was bent on both ends, but some time on the work bench 'coaxing' it back into shape got it usable again. The tilters on the cymbal arm are a little worn, but they work fine, and I traded some extra parts for the disappearing hex rod. Overall, you might hesitate or outright refuse to use most of these parts on an original kit you were trying to return to pristine condition. But they were perfect for this situation.
The sheet of wrap was the most expensive single part of the project. But I managed to cover the 12" and the 20" using only that one sheet, including the inlays on the hoops. They'll tell you it can't be done, and if either of the drums was a size larger it would not have been possible. But I laid out the cuts on a template before taking a pair of shears to the material, and I saw that it could be made to stretch that far.
Everything 'low budget' came together on this one, and I'm happy about that...
