New Taurendor By Laws
Taurendor Bylaws (draft)
As with the basic premise of the Dagorhir Game Rules System, common sense supersedes perceived loopholes in these Bylaws.
Simple Majority Standard:
Unless otherwise specified, a simple majority is required for all votes presented in these bylaws.
Government:
Council (Taurendor War Council) and BoD (Board of Directors) members.
All councilors and BoD’s are responsible for the following:
1. The growth and well being of Taurendor.
2. That the rules of Dagorhir and any Taurendor adaptation of those rules are followed safely and fairly.
3. That all realm property is accounted for.
4. All councilors have the right to request a meeting as do the members of the BoD.
5. No member may serve on more than one governing body at one time, with the exception of the Magistrate, who will serve on both.
Positions:
I. Board of Directors:
The Board of Directors here after to be referred to as the BoD, will have four (4) members. These members will be referred to as follows: 1.The Chapter Representative. The chapter Representatives will consist of two individuals, they will hold equal posting on the BoD. One of the two shall be chosen to serve on the RWC, to be determined by the Representatives.
2. The Magistrate will be the BoD’s representative to the Taurendor war council. (changed from rag war council, mistype from original.)
3. The Secretary/Treasurer will assist the Magistrate in his/her duties on the Taurendor War council as well as performing his/her own duties in this regard.
All BoD post have a term of one year and not to exceed two years consecutively. The War Council may remove an elected Board member from office if dereliction is discovered. Removal of a Board Member requires a 3/4 majority vote of the War Council. The Board shall be responsible for the conduct of the organization, the planning
of activities, and the maintenance of the bylaws.
The Board shall review all new game rules and rule changes proposed by the TWC. All new game rules and rule changes must be approved or vetoed by a majority vote of the Board if vetoed then a vote of a 3/4 majority would be needed by the TWC to overturn the veto.
The Board shall meet as business dictates, but never less than once every three months.
II. Chapter Representative (2)
No voting rights on council.
1. Representative for our chapter at Ragnarok.
2. This position is elected yearly.
3. Chapter reps serve as the voice for Taurendor when dealing with other realms or any outside officials, and on all issues dealing with the RWC (Ragnarock War Council).
4. Must check Taurendor’s “@Dagorhir” email address regularly.
5. Responsible for setting an agenda, organizing and running in person BoD meetings.
6. Responsible for seeing that the web page has the correct information both for contact and battle location.
7. Responsible to see that all of Taurendor’s activities, and web information are sanctioned under the DBGA rules as per Taurendor’s signed agreement.
8. The timely production and release of an event schedule.
9. Final interpretation of Dagorhir rules as pertains to Taurendor battle rules.
10. Collection and maintenance of the organization’s equipment (i.e., first aid kits, rental equipment and costumes, etc.)
11. The Chapter Representative may delegate this authority as the Chapter Representative sees fit.
III. Magistrate:
May only vote if the council vote ends in a tie.
1. Head safety officer.
2. The final word on any weapons checking or rules disputes.
3. Elected yearly.
4. Responsible for organizing weapons, garb, and armor check.
5. Responsible for providing a heralds test and heralding equipment.
6. Responsible for setting an agenda, organizing and running council meetings.
7. Weapons checker kit and training of weapon checkers.
8. Making sure all weapons checkers are up to date on all relevant Dagorhir rules regarding checking weapons.
9. Training of all heralds making sure that the heralds that are chosen know the rules and how they apply to the game.
9. Head Weapons Checker(s) If the Magistrate so choose he/she may appoint a person to this position. If this is done the person or persons must be confirmed by the TWC. This person would then take up the responsibilities of checking all armament. The Magistrate must make sure that the person chosen for this post has at least three years in Dagorhir (or a clear understanding of the rules) and knows the rules in regard to weapon safety. The head weapons checker will have the power to recruit helpers as weapon checkers as he/she sees fit, however they must be approved by the Magistrate. No missal weapons will be allowed after weapons check is closed for the day.
10. Head Costume Checker(s) If the Magistrate so choose he/she may appoint a person to this position.
11. Head Armor Checker(s) If the Magistrate so choose he/she may appoint a person to this position. The person in this position must be aware of the rules as they pertain to valid armor, and the rules regarding the safety of said armor. The Magistrate must make sure that the person chosen for this post has at least three years in Dagorhir.
12. Head Herald(s) If the Magistrate so choose he/she may appoint a person to this position. The person in this position must have extensive knowledge of the rule of Dagorhir how they pertain to safety on and off the field. In addition to this they must have a working knowledge of weapon safety and that of equipment used on the field.
13. The Magistrate has the final interpretation of these Bylaws.
14. Sit as representatives for our chapter at Ragnarok.

IV. Secretary/Treasurer:

5. Responsible for the organization of the battle fee and check in process, including late arrivals and collections of these fees ($5.00).
6. Responsible for keeping up to date and accurate records of any and all money taken in by the realm.
7. The secretary shall pay no fee for Taurendor battles.
8. Responsible for organization and running of elections.
9. Responsible for keep accurate records dealing with the number of people attending Taurendor events and making sure that all units that are represented on the council have the correct numbers in attendance so that they are eligible to vote.
10. Publication and distribution of the organizations’ rule books, supplements, periodicals, announcements, advertisements, and recruitment flyers.
11. Payment of debts incurred by the organization.
12. Maintenance of treasury bookkeeping.
13. Collection of membership fees and dues at all events.
14. Purchase of any materials needed for organizational activities.
15. Funds for publishing and purchase of special items may be advanced to organization members on occasion, but these members are responsible for providing a valid receipt and any change to the Treasurer.
A. Any member purchasing supplies for the organization with private funds must produce a valid receipt in order to be reimbursed.
16. Shall provide a written report of income and expenditures to the Board of Directors and the War Council, or individual in the realm on request.
17. Liaison with the any governmental body concerned with the collection of fees.
V. Voting:
1. Any decision by the War Council must be ratified by the BoD.
2. If for some reason any rule or change to By Laws is not passed by the BoD then it will be sent back to the Taurendor War Council.
3. The Taurendor War Council will have to revote on the proposed rule or By Law change and it must pass by a 3/4 majority vote.
4. If the rule or change to the By Laws is once again passed by the Taurendor War Council then it will be as if it has passed.
5. General Motions put forward will pass with a simple majority.
6. If less than ¾ of the council are not present voting will take place over the course of a week after the motion to vote has been made via web board.
7. Motions to impeach or remove someone from a post will require a 2/3rds majority.
VI. Unit Representative:
1. Any active unit has a place on the council. The seat does not necessarily need to go to the unit leader.
2. Any person within the unit chosen by the unit or unit leader may serve as Unit representative.
3. The Taurendor government will not interfere with a units rights to choose their own representative or its governing principles.
4. Once a unit is voted on by the TWC it has all rights as any other unit under the Taurendor By Laws.
5. One member of the TWC will be elected to sit one the RWC.
VII. Council Meetings
1. Council meetings should be held once a month.
2. Meetings can take place on the Taurendor message board at any time. However only council members may vote.
3. Any rule changes that is not safety related may be brought before the council by any member of the afore mentioned council for consideration, however the rule will not be voted on till the next meeting of the TWC.
VII. Elections
1. Elections are held once a year in January.
2. Voting will be held at the January Taurendor Day battle.
3. Elections are open to all active members of the realm.
4. All officers elected will take their posts on the (1st) first of February.
VIII. Resignations/impeachment
1.Should a council member resign or be impeached an emergency election is held.
2. An announcement will go out to all unit leaders asking for volunteers, this will be issued by all means at the disposal of the Chapter representatives.
3. The council members will then vote in the interim council member.
4. That interim councilor still ends his or her term when the standard election cycle comes around. If the BoD member was in office for more than a quarter of their term then the two year mandate is waved for the interim officer and he/she may run for two more terms of office.
VIV. Voting
Council voting was merged with BoD voting at top (see section V.)
X. Units:
Active units
1. To be considered active a unit must bring out an average of 4 fighters per quarter
2. Requirements to form a unit
A. Units in Taurendor must have the following:
1. A minimum of 4 fighters.
2. A written unit theme submitted to the council.
3. A reliable point of contact.
4. A Unit Banner.
6. Unit contacts must check and respond to their submitted email contact regularly.
XI. Membership in Taurendor
1. Voting rights
2. A Taurendor fighter is considered active if he/she has attended at least 6 of the last 12 Taurendor battles.
3. Status of who is and is not considered active will be announced 1 month before the elections.
XII. Age requirements
1. Anyone 14 years and older may fight in Taurendor.
2. All participants must have a signed waiver on file to fight.
3. If the player is under the age of 18 they must have their waiver notarized.
XIII. Events
Fees
1. Unless otherwise specified single day events hosted by Taurendor will be 3 dollars, late fees will be 5 dollars, and two night campout events will be 10 dollars.
2. First time fighters shall attend their first battle free.
3. Fees may only be changed by the TWC and BoD vote.
4. No missal weapons will be allowed after weapons check is closed for the day.
XIV. Sexual Harassment:
Sexual harassment is a form of sex discrimination that violates Title VII of the Civil Rights Act of 1964. Although this normaly deals with the work enviorment, Taurendor and Dagorhir in a whole enforces these rules forceably and this could lead to a person or persons being ejected from an event, or even the game of Dagorhir if this practice continues.
XV. Sexual Harassment in Taurendor:
Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when this conduct explicitly or implicitly affects an individual's since of privacy, unreasonably interferes with an individual's rights, or creates an intimidating, hostile, or offensive environment.
Sexual harassment can occur in a variety of circumstances, including but not limited to the following:
The victim as well as the harasser may be a woman or a man. The victim does not have to be of the opposite sex.
The victim does not have to be the person harassed but could be anyone affected by the offensive conduct.
The harasser's conduct must be unwelcome.
The person being harrased MUST make it clear that the advances are unwelcome.
It is helpful for the victim to inform the harasser directly that the conduct is unwelcome and must stop. The victim should use any complaint mechanism or grievance system available if such actions continue.

Excellent draft, Owen! Couple questions:
1) Why the change back to keeping two Chapter Reps, instead of going with a Pres/Vice Pres system? If we're only going to have ONE of the Chapter Reps going to the RWC, with the other rep being one of our unit leaders, then why not just make that the President's job and give the Vice President other more behind-the-scenes duties?
2) If we're going to include in-real-life things like Media Exposure, Harassment, and Injury Liability, would it be out of place to also suggest having a rule that prohibits any kind of behavior or activity that would impose upon other members of the realm in regard to religious or spiritual beliefs?
3) Why the lack of voting power for pretty much anyone on the BoD (except the Magistrate if there is a tie)? If the Taurendor War Council, made up of our active units, is the main voting body, then right now it would seem like the entire realm would be run by basically 2-3 units. While we ARE growing as a realm, I'm not sure that this fits our size right now. We need more units, obviously.

Actually it was because of the election I wanted to move to a vice pres and pres system however how do you choose? We had two reps so we left it till we could get the whole council together and decide who would take which job. It would be unfair to just say hay your now vice pres. Sometime this year we will have a vote to see which person will take which job unless one of the reps wants to step forward.

We talked about the behavior issue however defining a behavior issue is not an easy thing to do. Its one of the issues that needs to be worked out. As for religion, that was my fault I didn’t think of it. However it will be added and the council can vote on it thanks I totally missed that.

It’s not just a matter of more units but also units like Mordarth and the Paladins need to recruit and become active. As for voting on issues both bodies have the power to do that. Any rule changes regarding the by laws or Dagorhir rules have to be voted on by both entities before they will pass. The BoD is more concerned with running the group the war council with safety and rule changes. Both groups would share the event aspect of the realm.
Money collection, out of realm contacts, when we become (if we become) nonprofit the BoD would handle this, along with keep records and all paperwork up to date and any and all web associated material fall under their care.
Yes we do not have many active units right now however there are new ones forming and old ones we hope will be reborn. We are looking to the future and want to be prepared for what is to come. The media release was actually Katherine’s idea, and it seemed to be a good one.
Also although the BoD has no vote on the war council any member is always welcome to sit on the council and share their ideas. As is any citizen of Taurendor. Unless for some reason the council is closed however I think this would only be if a council member or BoD member was going to be removed from office, or an office that violates the rules of Dagorhir.

also, is it ok to take down the fight acadamy stuff now? i can keep the page on file and just remove it from the site. so if we hold events later on i can retool that page rather than build a new one.
