The lower the income areas, the more you will see in all cases. Only thing that keeps it lower here is having police on the property during school hours as a deterrent. It is still a reflection on poor parenting that spills over into the schools and then your streets.
I will disagree 100% that there is nothing you can do. Bible told man how to raise children and most fail to use the ROD. If they hand offends the CUT IT OFF! Follow that practice publicly and you will gain the needed upper hand overnight. The continue and get worse for LACK OF PROPER PUNISHMENTS in all aspects. Each country needs people in their area that are friendly and fair, yet extremely harsh in disciple actions. Give those FULL control to do as needed, less than 6 months you wont have a problem at all. Public punishments to fit the crimes has always proved to be the best deter for all. When you see that thieving hand hit the basket or that little head drop off publicly,... that is one powerful message. It is almost too late, but given a hand full of people like me and the country would begin to see a change for better overnight.
You have those people to handle these issues in each community now. All countries were given the correct people to combat their society's issues. Problem is bleeding liberals don't allow them the power they need to control the unruly. Most whine and cry about their kids getting spanked much less what should happen, cut it off! I love my kids dont get me wrong extreme passion for them. However I warn 1st, discipline next. Those fail,.... give me that axe I will cut it off in front of the other 2. That leaves me 2 more that witnessed and KNOW WHAT THEY WILL FACE. Sorry if that offends you, but I am not. A few correct moves and the rest will fall in line as needed. You are witnessing the LACK OF and seeing it is much worse overall.
I bet you know 10 people in your area right now that fit the kind/fair/harsh areas that are needed right now. You as a community do not allow or assist them in giving what they need for support. Lacking of is proving to be the downfall worldwide.
If they eye offends thee pluck it out. Just cant beat those methods to correct and keep a society on the right paths.
I dont care to hear bleeding liberals whine differently they are the cause of what you see. My kids KNOW I will march them to the head of the line for this type of punishment. Guess what,...they do none of that to cause such to happen. 2 of my sons are much larger than I, neither will even raise their voice in my presence much less be unruly. 6'6" 260 and 6'5 240 at 14 & 13. I never have to even whip them, but they Damn sure know I will and then some.
Line your kids up for your community fathers to judge and punish, it will turn in weeks not months. When the parents complain, line them up as well THEY ARE THE REASON YOU HAVE THIS ISSUE.
