Topless sunbathing goes out of fashion?
Recent article in a British newspaper

"According to reports coming from France, sunbathers on the Cote d'Azur, who once adopted a "laissez faire" attitude to nakedness, have turned against displaying too much bare flesh."
What do you think? When I was last in the south of France, almost 2 years ago, the number topless on the beach was much lower than it was in the 1980s, but it was still between 10% and 25%.
What are people finding this year on the beaches of Europe?

Since when is being topless not sensible? They also keep saying it's because of cancer concerns. I can't see how two little triangles and a string can protect someone from cancer. Most of their skin is still exposed. As long as they use enough sunscreen, there shouldn't be a greater risk.

I think this could be--at least in part-- a generational thing. There is something wired into the teenaged brain that you must do everything the opposite way from your parents, because at that age everything your parents do is inferior and idiotic.
That's kind of how topfree started, isn't it? The prior generation said tops must be worn, so their kids did the opposite just to assert their independence and to annoy the crap out of mom and dad.
So now we have a generation where mom always went seins nus to the beach, so Daughter keeps her on just to be opposed.
The current political climate doesn't help. Since topfreedom still has the mark of immorality on it in the eyes of some, or a sign of the western world's decadance, some may choose to not tempt fate and terrorism and protest.
As a species, we have a frightening tendancy to quickly blame someone or something for all the ills of the world--thinking that's let to the Bolsheviks, the French Revolution, the American Revolution, the 3rd Reich, the Spanish Inquisition, the Crusades, lynchmobs and the KKK. (I'm not saying these are all on the same level, just that there seems to be a similar it's-their-fault-get-'em mentality at some point.) I apologize if I've offended anyone. I didn't come in here to preach.

The Telegraph (aka the 'Torygraph') is the most conservative broadsheet newspaper in Britain, so don't read to much into the article.
From the comments at the bottom, it seems to be dealing with the usual comments re Islam, skin cancer etc ...
My impression of the Cote d'Azur is that some women go topfree, some don't, there is no social pressure either way. How it should be in other words.

This question is old and I think in this Forum more than one time discussed. In short and in general it can be said - insofar as my personal experiences are reaching - that toplessness is not so often in practise than ten or fifteen years in the past - but that it is still totally common at all European Mediterranean beaches. Of course there can be differences from beach to beach - but the general trend I think is: You need still at no beach in France a top - and you will be still seldom the only topless woman.

While it may be somewhat out of fashion in Western Europe at the moment, my impression is that it is becoming more popular/common/accepted among Eastern European women. In the Ukraine, for instance, Odessa, a popular holiday destination (not just for Ukrainians but also for citizens of Russia and Belarus) has at least one beach where topless is (unofficially) permitted/accepted- and common. Even NUDE beaches are popping up in the Ukraine- there is a fairly large one in the Crimea between Yalta and Kerch. And in Kiev Hydropark, an amusement park with beaches, now has a section of beach where nude recreation is permitted; I'm not sure if Hydropark allows topless anywhere though it does seem illogical to allow nude recreation but ban topless.
In Spain, Greece, Turkey and other Mediterranean destinations you will find lots of women from Poland, Russia, the Ukraine etc, of all age groups, happily sunning and swimming topless during their holidays- something unthinkable not so long ago.
