North Carolina's Outer Banks
One of my favorite places to go is North Carolina's Outer Banks. There are a lot of deserted, secluded places once one gets south of Nags Head. I have seen very rare topfreedom there but lots of thongs and more every year.
I'd suggest Okracoke Island. Most of it is National Park Service land, and there are lots of places one can get over to the beach without much problem and then have it all to yourself.
Much farther south is Hammocks Beach State Park, also known as Bear (or Bare :-) Island. Accessible only by ferry or private boat, the south end of that island sees a lot of topfree or nude use.
Anyone else have a favorite place there?

We love the Outer Banks for topfreedom. We spent a day on the beaches of Ocracoke, and another up at Oregon Inlet, the crowded, guarded beach. No problems at all, even had the blessing of the rangers.
We have friends who rent a house in Nags Head each fall, and the four women spent the entire week topfree, both at the house's pool and the adjacent beach. Also no problems, except for a third degree sunburn and a trip to the hospital for a first-timer!

I agree with the previous posters concerning these beaches in North Carolina. Ocracoke Island has 26.2 miles of undeveloped beach in the Cape Hatteras National Seashore. Topless in fine anywhere on the beach. But it is primarily seen North of the beach in front of the campground. There are sections of the beach that are off limits to four wheel vehicles and my wife prefers these sections of the beach.
Hammocks Beach State Park is wonderful place. You have to take a pontoon boat ferry from the mainland. This beach is approximately four miles long and is never crowded. However, toplessness in state parks in North Carolina is illegal by special regulation. Having said that, it is practiced at Hammocks Beach as the previous poster indicated toward the South end of the island. There are very few people that venture that far South. The rangers will drive the length of the beach several times per day and common sense dictates that the ladies cover up as they go by

Sad news to report. It seems that an overzealous Fish & Wildlife Service employee - paid with your tax dollars - has taken it upon himself to harass and ticket topfree users at Pea Island National Wildlife Refuge, even though there is nothing in CFR (the Code of Federal Regulations) that outlaws topfreedom per se. Rowdy and disruptive behavior is, of course, but Pea Island is deserted for the most part.
What this pinhead does is hide in the dunes, then strike - Aha! I have you! - even though the nearest user to you might be half a mile away. <sigh>

The Pea Island National Wildlife Reguge has been a consistant problem area for those who wish to go topless or wear even less. However, I do not believe that the same problems exist in the National Seashore. I know it does not exist in the Ocracoke Island portion of the National Seashore.

Does anyone know about the far northern beaches - Corolla, Southern Shores - or even farther north - Carova, Black Swan?
My partner and I have rented a house in that area in June and would rather not be surprised!
The south Nags Head area is fine. A friend just came back and gave the report that topfreedom and/or thongs is pretty common on all of south Nags Head and the NPS beach near Bodie Island Light. Good news!

Well, here's the report. We rented a house in Carova, about eight or nine miles north of Corolla. The road ends at Corolla and you have to drive up on the beach. We had no problems at all being topfree at the house - on the deck, up and down from the car, or in the hammock under the house. We used the outside shower most of the time - it's screened on all four sides, open on the top - and went nude to/from most of the time. We were often topfree on the beach with thongs or bikini bottoms. The only annoying thing was surf fishermen (yes, men - sometimes accompanied by females) who would slow down to get an eyefull. Not many topfree, though, and no nude use at all that we could see.
As an aside, the north end of Carova is the Virginia/North Carolina state line. It's a Virginia State Park north of that line and it's pretty inaccessible except by foot. We walked about a mile up the beach a couple of times but were never able to get completely out of sight of families, but we were able to drop our tops.
Coquina Beach, the National Park Service beach across from Bodie Island Lighthouse, had more topfree and more thongs than Carova. Odd, since where we were staying was more isolated and farther off the beaten path than Coquina Beach, so you'd expect more topfreedom or nude use there, not at Coquina Beach. Still not huge numbers - less than 10%, I'd say, 15% at the most.
Pea Island: we were able to visit there nude successfully several times. It's a long drive from Carova, though, so if we were going to make that our "base of operations" we'd have stayed at Rodanthe, Salvo, or Waves. It wasn't crowded, but it never is. Had a couple join us one day, then another couple. Another day some single men appeared, one at a time, which made us a bit uncomfortable but nothing overt on their part. One of the couples told us that the reports of one overzealous NFWS employee issuing tickets for nude use was true, but we never saw anything other than the four-wheeler patrol person and we had plenty of time to get something on our bottoms.
So things seem to be looking up. Courage!

i used to live in norfolk, va and went to outer banks just north of rondanthe all the time. went nude in the wildlife refuge w/o problems. you can see the rangers coming on their atv's a mile away and easily cover up in time. might be a problem if you fall asleep. whenever we went for walks, i took a sarong with me for a quick cover up.
in summers we'd rent a house there outside of rodanthe. all week i'd wear nothing but thongs - usually the bottoms. i'd even go in the front yard topless to get things out of the car. went to the grocery store wearing only a fairly sheer thong, but had my top on.
it is much more laid back there than virginia beach or myrtle beach, where thongs on the public beach will get you a ticket.

The problem in Pea Island National Wildlife Refuge was never the turtle patrollers, the rangers on ATVs that you could spot coming a long way off. The problem - new last year - was an overzealous ranger who would drive down the main highway, look for parked cars, then sneak over the dunes behind unsuspecting sunbathers. One usually didn't see this creep until he was standing over you, asking for some form of identification.
For those of you unfamiliar with the area, Rt. 12 (I belive it is) runs down the island. These barrier islands are quite thin, less than half-a-mile wide in places. Rt. 12 is the only road. To enjoy the wildlife refuge, simply find a spot where no cars are parked, then make your way out to the beach. If you're facing the ocean with a twelve- or fifteen-foot high dune behind you, you wouldn't know anyone was sneaking up behind you. This is good for perverts who can peek surriptitiously, but it's also good for ranger-type perverts who can sneak up behind you.
