The Maldives
As a warning to anyone who is planning on going there, its a fabulous place - heaven on earth except topless is definitely forbidden, although you can get away with wearing a thong.
I have been there a number of times and any woman found showing off her breasts can be fined up to $1000 or more for each offense.
The Maldivians even cut out pictures from any magazines you bring into the country, that they find offensive, such as women advertising sanitary products, underwear etc.

My wife and I made a trip to the Maldives in 2005. We stayed at Olhuveli island at the bottom of the south Male atoll. While topless certainly wasn't common, during our few days there I counted about a half dozen ladies topless on the beach and one even went to a topfree dip in the sea. Lots of g-string bikinis as well.
The over water bungalows were a bit more private and their decks could only been seen by the neighbouring bungalows or people far out to sea. My wife spent most of her time topless there and was quite happy swimming topless from our bungalow. We even spotted a couple tanning in the nude and later getting a little frisky on their deck.
We're planning a trip to the Maldives again in two months time and would like to know if anyone else has recommendations of any islands with a little more privacy and tolerance to topless sunbathing. I've heard that Meedafushi is a bit more tolerant. Any other experiences or recommendations?

Most of Tahiti in the South Pacific.
Also, the diving and snokeling is incredible.
rent a boat and find a little deserted beach.
