n.y. state parks
Topfeedom is common in Thacher State Park ,I've seen it many times. There are alot of private areas and it is a beautiful park. Mostly women are sunbathing topless in the back of the picnic area at the first parking area on the left.

My understanding is that the issue of topfreedom came up in the NY Supreme Court and the Court declared that anywhere men could be topfree, women could also be topfree.
How that has translated on street hasn't been as clear. I'm thinking that it only means they can't convict you. It doesn't say anything about arresting you or prosecuting you. (Although that is a bucket of worms for them obviously since you can "fight back" by suing for false arrest.)
In any case that was apparently some years ago yet I note that in Robert Moses State Park there is no topfreedom that I am aware of. Several hundred yards to the east of RMSP is Fire Island National Seashore which is an acknowledged nude beach (quite nice too).
You have lots of different issues at play in society. I know that at one point RMSP (which has five different beaches (read major parking areas) spread out over about 5 miles of shoreline) used to have at least one beach that was radio free, no boom boxes allowed at all. You want to listen to a radio put earplugs in. There was another beach that was "family oriented" which is generally translated as "if it couldn't be shown on 1960's TV then don't do it". It had a playground for kids behind the dune line and picnic tables (I think it was Field 3).
I would think that if the issue came to the fore and they HAD to loosen up somewhat, that Field 5 (the one next to the nude beach) would allow toplessness. That would be a great compromise. However, I'm fairly certain that hasn't happened yet (although from my observations of Field 5, the more east you are, the less people "enforce" the rules, especially if you are outside the flagged zones.
I honestly don't know what the current common social attitude is there (as I have lived in NH for many years now and only visit LI occasionally). But knowing NYers in general, there would be a resistance to toplessness at RMSP. The attitude would be "if you want to display yourself, go to the nude beach!".
Now don't take what I'm about to say as anti-freedom or anything. NY/LI society is quite honestly a rat race. NYers in general (NYers being defined as Westchester County and south, you upstaters aren't regarded as real NYers by "us" no matter what you think!) are not shy about expressing their opinions. With so many people jammed in on a hot day, they want their privacy and people tend to respect that in their "neighbors" at the beach from what I've seen, visually as as well as other ways. They are used to "weirdos" who push themselves on other people and they are used to "fringe" elements in society being aggressive and they are aggressive right back at them. The society I grew up in on LI IS tolerant, but only to a point and once the tolerance level is exceeded, they react, loudly and assertively. So while I can see/understand the Court coming to the judgment that it did, I can also see the social culture in general naturally establishing "controls" of its own. Basically I think that IF YOU DON'T CAUSE A SCENE, You should be OK just about anywhere.
HOWEVER, as I say, I don't visit there often enough to claim that as fact, it's just MHO.

FINS Don't be fooled by the web site for FINS. The beach there, while it does have small sections which are not Clothing Optional) is mostly a nude beach as any sunny summer day will attest to. The CO/non CO areas are clearly marked by signs for anyone who cares to look and as I said above, if you stray into a non CO area while not being appropriately dressed for it, you will be told quickly enough. Most people are NOT shy there.

Actually, Topfreedom isn't uncommon in Robert Moses Park. I've walked the entire beach a few times in the past few years heading to Lighthouse (the nude beach) and found women topfree at the edges of the main beaches.
At Robert moses, there are 4 main beaches (2-5) and up to a mile separates #3 and #4. There tend to be some at the fringes of those two, as well as the section of #5 that is next to Lighthouse. While the center of each beach is rather family friendly, I can't imagine that they would go to any effort to shoo away a topfree woman.
Also, Jones Beach tends to have some topfree women, often toward the eastern end of the beach. Again, perhaps more frequent than that, but I'm not certain.

Hi...
I've been going topfree at Jones Beach for the past 2 years without a problem. There weren't many other topfree women, but depending on the day there were a few and the numbers tended to grow as the summer went on. Sometimes I went with friends and other times by myself, but except for the occasional "evil eye" from some older women I never really saw any negative reaction from anyone else.
Last summer I went to the nude beach at Robert Moses and loved it, so I probably won't be at Jones anymore since I'd rather enjoy the beach naked than merely topless.
Since it's legal to be topless in NY as long as we're not acting in a lewd manner (and simply enjoying the beach couldn't possibly be considered lewd for any rational person)I'm hoping that more women might enjoy that privilege this summer.
If being topless on a "regular" beach makes you nervous, just drive further east to the legal nude beach at Robert Moses (Field 5)
and you'll have a great time.

It's been a while since I have been there, but I remember seeing some topfree women at the beach at Field 5 at Robert Moses State Park. Field 5 is the parking lot closest to the nude Lighthouse Beach.
I have also seen topfree women at Croton Point Park in Westchester County.
